The city of Council Bluffs, Iowa has refused to put up a sign that reads "deaf child" near the home of a couple with an 18-month old deaf girl. But the city has has now relented following some negative publicity in the local media. A warning sign will go up in the next couple of months near the home of Hannah Wittland.
